Remember that the only proof against Michael Rasmussen being in Italy instead of Mexico is one man's word. Yes it is suspecious, also that he did not just tell from the beginning where he was. The sad thing about doping is that they are almost judged guilty if there is just a small suspecious about the riders' behavior. Michael Rasmussen has not been tested positive for doping however he is just as unpopular as those who have, like Vinokourov. I think it's about trust and the more Pro Tours is surrounded by doping and the harder they're fighting against it with tests as their only weapon, the more important it becomes for the organisations, teams and riders to trust each other.
In the very end it's the sponsors who'll decide weither or not there should be any teams or cycling sport at all.
