I'm thinking the 808 has more of a combination of Engines,like the Korg Electribe MX,Which combines traditional methods of synthesis with oscillators plus a large handful of PCM rom too,given the MC808 has 64 note polyphony I guess it would be a a more bog standard S+S synth,if its based on the Fantom or not who knows?It has the Sampling ability so I would say it utilises samples in with the standard PCM rom to create sounds and shapes them in the Standard Filter>Amp>EFX combination,so it maybe more like a rompler in some respects,that's certainly how the JX305 was,but without sampling

In those patterns of Jarre,you can pretty much hear a plethora of sounds,like analog saws mixed with PCM strings,so maybe its more of a standard PCM synth with a handful of Subtractive synthesis,that's pretty much the stable diet of past things like the 505/909/JX305,so I would be inclined to say the 808 fills that bracket too..

Well the ones on the Electribe MX are not either,I suspect that it has an "Accent" part which would cover the velocity triggers within the patterns.
With those types of grooveboxes,most people tend to program them Like analog sequencers,whereby each of the 16 step pads are more than likely inputted in step time,so the velocity values can be done manually too,whilst inputting the trigger,of course they have realtime recording,which is where the velocity sensing would be more useful

I assume that the 808 uses the same method of creating songs,by chaining patterns together,so most of the constructing of things will be done in step time rather than realtime,so having velocity sensitive pads isn't that essential

I'm gonna take a look at one soon to see how it works under the hood if its anything like the Electribes,it'll be great fun to use,and I'd certainly like to get one
