Not sure if there's an instrument-by-instrument breakdown of PSB's tracks somewhere, but to me it kind of sounds like the background vocal pad in (especially the extende version of) PSB's Jealousy seems to be the same or a modified version of the lead instrument from JMJ's The Emigrant?
(up to 1:10 or so)
The way the lower octaves sound and the way the sound peters out also sounds like The Emigrant lead to me.
Given the timeframe (1989-1990), it would make sense for PSB to have used the Roland D-50 at the time (even though Behaviour as an album was partialöy marketed as bringing back analog synths thanks to Harold Faltermeyer).
