Collective management of copyright: CISAC impatient about Internet files

Jean Michel Jarre shares his concerns about Europe’s copyright agenda.

French electronic music composer and CISAC President Jean Michel Jarre today called on European Union decision-makers to support a European project that will ensure the protection of creative works and guarantee a fair remuneration for all stakeholders, particularly authors.

In a video address at the ‘Auteurs & Co’ conference organised in Paris by authors rights’ society SCAM (Société Civile des Auteurs Multimedia), CISAC’s President expressed his concerns about the European Commission and the European Parliament outlined plans regarding copyright harmonisation and the creation of a Single Digital Market.

The event explored the current copyright issues facing Europe, including the role of the cultural industries today, copyright policy for the digital revolution and the future of copyright.

“I invite European decision-makers to fully measure the impact of any change in future legislations in the field of copyright. Let's not forget that the idea of authors' rights has its roots in Europe. It would be hard to believe that the continent that introduced this truly innovative concept would also be its gravedigger,” Jarre said, adding that recent events were “very worrying”.

“Once again, creators have the feeling that they are going to be the victims of economic pragmatism and European dogmatism,” he said.

“Harmonisation, yes, but one that would pull the market upwards, not one to satisfy the short-term needs of internet giants, most of which are not European, and, when operating in Europe, have often questionable fiscal behaviours.”

Speaking at the Auteurs & Co event, French Minister for Culture and Communications Fleur Pellerin said that “Preserving the diversity of European creation is a fundamental stake in a globalised economy”.

"We know that the diversity of European creation is its greatest asset," she told the crowd.

"France is driven by a strong conviction that a single market does not mean a standardized culture. This is what is at stake with the French cultural exception. France is fighting on behalf of all European cultures. Asserting that culture is not a commodity like any other is recalling the foundation of the European project," she said.

On Wednesday, during the Council of Ministers, Fleur Pellerin presented the government's strategy and action plan to fight against piracy of creative works on the Internet.
In the European debate on the modernization of authors’ rights, the French Government is determined to seek efficient solutions to prevent and repress online piracy be defined, involving all economic players in the digital market.

The International Confederation of Societies of Authors and Composers (CISAC) has paid tribute to its former President, Jean-Loup Tournier, who passed away today.

“Jean-Loup was a true friend of creators. He was a relentless advocate for our rights.”

“Jean-Loup was a true friend of creators,” said current CISAC President Jean Michel Jarre. “No one has done more than he to enhance the rights of creators in France and around the world. Both at SACEM and at CISAC, he was a relentless advocate for our rights. I am deeply saddened to hear that he is no longer with us. On behalf of the global community of creators, I want to express here my deepest condolences and sympathies to his family.”

Creators React to MEP Reda’s Draft Report on Copyright, Calling for a Fairer Digital Market for Authors - 14 April 2015

CISAC creators outlined their views on the Report in a letter addressed to MEP Julia Reda and copied to all Members of the European Parliament, on the eve of its discussion by the Parliament.
The letter was signed by CISAC’s President Jean Michel Jarre and Vice Presidents Angélique Kidjo, Javed Akhtar, Marcelo Piñeyro and Ousmane Sow on behalf of the nearly four million creators that the Confederation represents.

Creators call upon the United Nations for a fairer creative eco-system - 27 April 2015

On the occasion of the World Intellectual Property Day, Jean-Michel Jarre, President of the International Confederation of Societies of Authors and Composers (CISAC), issued the following statement on behalf of the four million creators represented by CISAC members.

"The article 27(2) of the 'Universal Declaration of Human Rights,' adopted by the United Nations’ General Assembly in 1948, states that, 'Everyone has the right to the protection of the moral and material interests resulting from any scientific, literary or artistic production of which he is the author'," says Jean Michel Jarre.

"These words are as valid now as they were 70 years ago. Culture is what brings people together and is the expression of the cultural diversity that is so cherished by the United Nations and UNESCO. Access to culture is paramount to the elevation of mankind. It goes hand in hand with freedom of speech and freedom to create.

"Equally important in our eyes are the rights of creators. Without these moral and economic rights, creators would be deprived of ways to sustain a living and continue to create freely, and would also lose control over the use of their works.

"But for this to happen, creators need to be granted fair remuneration for the use of their creative works. In the music sector, we have launched the Fair Trade Music project to address this issue. In the visual arts sector, we are asking for an international Treaty on the artist’s resale right under the aegis of WIPO.

"Sustainable creative eco-systems depend on the recognition that creative works bring value to so many businesses that would not exist without them. In return, what we, creators, are asking is simple: to be fairly compensated for the use of our works and to be protected for our rights. We are calling upon all the countries represented at the United Nations to endorse our pledge, and work with creators all around the world to ensure a better future for authors."

Canada's copyright extension excludes authors, CISAC responds - 7 May 2015

Commenting on the development, Jean Michel Jarre (pictured), president of CISAC, said: "Authors in Canada still do not benefit from the same term of copyright protection as in most of the world, where protection for authors extends to 70 years after their death, while in Canada the term of protection for authors expires 50 years after the author’s death. This puts the whole community of creators in Canada, as well as foreigners seeking protection in Canada, at a major disadvantage.

"On behalf of CISAC and the four million creators represented by its members, I call upon the Canadian government to address this imbalance and immediately bring Canada’s law in line with the rest of the world. Authors in Canada should be protected for the same duration that exists in most other countries around the world. This is a matter of pure fairness."
