I am keen to find out in which order Jarre lined his eminent to his phaser and delay? I'm guessing its Eminent-Phaser-Delay?

eminent - small stone - delay

yep!
but can I add that for most of the tracks you should also pan Eminent+Phaser on one side of the stereo panorama and the delay (300 or 330 ms) on the opposite side.
This way you get a wider impression of the sound.
