What's the best free Wav to MP3 converter out there? Any recommendations?

You could use NCH Wavepad, it's a free audio editor that I'm pretty sure will save as mp3s.

Audacity is another free sound editor for that purpose.
Of course, if you have problems saving as MP3's you need the LAME Encoder.

Why not iTunes?
It uses the original Fraunhofer IIS technology for Mp3 and you may also create AAC files (many say AAC is better than mp3 encoding although I never did an A/B test myself)
...by the way, avoid any joint-stereo mode that degrade your audio noticeably.
