France just used to be more (I don't know what they generally think now) against the english language, because they think french is a language just as important. I don't know the real story. In Spain for instance, you almost can't find anybody who can speak english, and when you does, it is very poor. But that is also a whole other country.

Well, I don't think that's it, you can't properly learn english in France, our level is more than bad (imagine, I'm the best of my class in english :P)
Everybody can speak some english words, but having a whole conversation, well, we are far from that :P

I know a French lady living here in Denmark. She speaks Danish with a bit of a French accent. Very amusing. Image
