As for the release date: I think it's a mistake or either they talk about another release or album, simply because the recording sessions have only started a few weeks ago and even if the album has already been finished (which I strongly doubt) - it still has to go to mixing and mastering phases and needs some decent promotion before it's release too, to not mention related (promotional) releases and videoclips that need to be made.
To cut a long sentence short:

You'll find that what he probably meant was that the best songs were the easiest to concieve,without forced prethought,most composers will tell you that the best ideas are the easiest because the ideas flow without analysing it..until after it taken shape..
I Doubt he meant that the best music he produced took 2 weeks to compose,record,engineer and get into the shops within a couple of weeks,no one can do that even the most experienced producer wouldn't be able to complete an album worthy of great recorded material in 2 weeks turnaround...
In any album the Ideas come easily,its the arranging,instrumentation,recording rebuilding structuring and mixing that take the time to make the album into its polished form..the composing is the easiest bit....
I cant see this new Album being released on 22nd sept!!!!in any case when has Jarre ever released anything on the actual release date,I doubt we'll see a release date for this new album until next year at the earliest

...or if he release this album this year, he should have began before the date they gave us, maybe he composed/had the ideas of this album one year ago and began to work on it one year ago !
He maybe has finish the composition phasis and gave now it to Patrick to master it !

JMJ said in a recent interview on june that he had already composed all the material one year ago (excepting the concerts of Gdansk, Linx, Monaco and the partecipation to the festival of H.C. Andersen he had a lot of time to create new songs until this may). As Oxygene was registered and mixed between august and november 1976 'cause almost all the songs were previously composed (I think since 1975) so in this case he may finish the studio sessions on october as promised. The release date naturally is linked to many other elements like manifacturing, art-design packaging, promotion, management strategies and so on. I hope in a 2007 release like in the case of Metamorphoses: the album was ready before the end of the year but he decided to release it after the Giza concert in order to use the live performance like a giant promo show-case of the album itself.

No, that's wrong, usually songs that take barely any time to write are classics.

Depends on the composer(s) i watched an interview with Freddie Mercurey where he talked about the idea behind Bohemian Rhapsody,he came up with the Middle part first intending to do a kind of opera type song,which had no relation to the actual rest of the track as we know it now....the rest of the song took some 3 months on and off to write,because they couldnt get the parts to gel,yet this song is one of the all time classic tunes.so that could be classed as a forced composition rather than spontaneous...
I still stand by the rule of best songs are always the easiest to write,Most of my (what i consider my best songs)have come from spontanious playing,with no actual direction of the song other than to play with no prethought on the song,I've then gone back to it and thought "where the hell did that come from" I'm sure Jarre is the same with composing as most songwriters I know will say the same,If you try and force something out or say "I'm going to write this type of song"inevitably it wont happen,thats when music becomes depressing,writersblock is just a lack of direction.Most of the time when you dont suffer from writersblock its because your not focussed on the actual task of writing other than as a inspirational focus.Its something quite hard to explain to people who dont write their own material,yet at the same time other composers can relate to it,even though you cant actually put your finger on the process of where it comes from
But again some of the great tracks are an example of a struggle with music and the best tracks can also come from Hard work or forcible actions trying to make a weak track work...
but what you consider a great track may not gain the reaction you first thought or could be the opposite to how you perceived it..
